The Thalmor rushed into it to launch a decapitation strike when, again, as I recall reading, they realized the Empire was weaker than they anticipated. This is not a situation where everywhere had fallen, the Imperial City was the last bastion of the Empire (as in your example with Berlin). High Rock and Skyrim were essentially untouched, if I'm remembering correctly. The fighting during the was was in southern Cyrodil and southern Hammerfall (Hammerfell).
The problem with the signing of the Concordat is that, going by historic real life standards, it seems really unnecessary.
We learn in Skyrim that Hammerfell was able to resist an Aldmeri invasion and rejected the White-Gold Concordat, placing them firmly in the sights of these evil elven aggressors.I'll reiterate this ONE more time. It's possible that the next Elder Scrolls game could delve into such a conflict, as Hammerfell actually occupies a special place in the ongoing battle against the Thalmor.
The Imperials fight the Stormcloaks in Skyrim largely under the proviso that the Empire needs to unite Tamriel for a future conflict with the Dominion, which both factions seem to agree is on the horizon. The Thalmor - the elven supremacist government that controls the Aldmeri Dominion - are rarely placed front and centre in Skyrim, but are clearly destined to assume a bigger role as antagonists in the future. We learn that not long before the events of Skyrim that both the Aldmeri Dominion and the Tamrielic Empire had fought a great war, and that the latter had suffered defeat and was forced to sign the White-Gold Concordat, which prevented the complete destruction of Tamriel.
